The time-sensitive grant-funded water and wastewater infrastructure projects to support the Mangilao medical complex are moving forward. On Tuesday, the Consolidated Commission on Utilities unanimously approving the subgrant agreement between the Guam Economic Development Authority and Guam Waterworks Authority.  Under the agreement, $62.9 million from American Rescue Plan funds is available for GWA. 

This is to meet the medical complex's water demand, which was calculated as double the Guam Memorial Hospital’s current water consumption, with the sewer load estimated to be 90% of the water demand. 

In the meantime, the CCU already approved the $35.4 subgrant agreement between GPA and GEDA for power infrastructure. Both utility agencies have until December 31, 2026 to expend the total $98.3 million.

As you may recall, Governor Lou Leon Guerrero is set on breaking ground on the new hospital this year.
