Resolution for Guam's civil defense fails in contentious vote

Lawmakers voting on a number of bills and resolutions, each of them seeing varying levels of support, but passing nonetheless.
However, a single resolution, Resolution No. 7, which urged the U.S. federal government to fully fund the construction and maintenance of air raid shelters and other civil defense infrastructure, failed to make it through.
Resolution author Senator William Parkinson on the result said, “Today, this legislature had a chance to speak with one voice on a matter that should transcend party lines and politics.”
“What we witnessed is a rejection, not of my name or authorship, but of the principle that our people deserve to be protected, prepared, and acknowledged by the federal government as more than a strategic outpost,” added Parkinson.
Senators also voted on several nominations for members to the CHamoru Land Trust Commission, the Guam Council on the Arts and Humanities' Board of Directors, the Hagatna Restoration and Redevelopment Board of Commissioners, the Guam Land Use Commission.
All nominees were duly confirmed by the body.
