Emergency repairs kick off ahead of schedule on the Glass Breakwater in Apra Harbor

Emergency repairs are underway on the Glass Breakwater in Apra Harbor ahead of schedule, marking a major milestone in a $571 million restoration effort led by NAVFAC Marianas.
The structure, built in the 1940s and damaged by Typhoon Mawar, was classified as “failed” by the U.S. Army Corps of Engineers. It's vital to protect both the military harbor and the commercial Port of Guam.
NAVFAC officials credit early starts to fast coordination, drone imagery, and smart planning. Crews are now relocating 10 to 15-ton armor stones to the breakwater’s most damaged areas to stabilize the structure.
Rear Admirals Brent Devore and Greg Huffman said the work shows the department of defense’s commitment to Guam and readiness across the Indo-Pacific.
The full rebuild includes massive 42-ton interlocking units, with underwater placement planned for later this year. Construction is set to finish by July 2029.
