Kidnapping case dismissed after alleged victim chose not to testify

The same day trial was expected to begin for a man accused in a kidnapping in Maite - the case is dismissed.
Defendant Noah Cepeda faced criminal charges in an armed kidnapping in Maite last March.
Prosecutors told the court the alleged victim no longer wanted to testify at trial.
Defense attorney Peter Santos contends the victim has a history of making similar accusations, adding the victim was high at the time and may have been hallucinating about what occurred.
Superior Court Judge Alberto Tolentino dismissed the case without prejudice.
