Grand jury agrees on disorderly conduct charge for Frankie Rosalin

A Superior Court of Guam grand jury agreed to charge Port Authority of Guam marina manager Frankie Rosalin.
The charge is for disorderly conduct - a petty misdemeanor.
It's apparently a win for Rosalin's defense.
The Attorney General's Office additionally brought charges against Rosalin that included terrorizing, assault, criminal mischief and harassment.
No true bill for those criminal charges.
A true bill is a written decision, handed down by a grand jury, that the evidence presented by the prosecution is sufficient to believe that the accused person likely committed the crime, and should be indicted.
Again, no true bill for the criminal charges, as the grand jury only agreed to charge Rosalin with disorderly conduct as a petty misdemeanor.
The case unfolded following an alleged workplace violence incident that KUAM first reported involving Rosalin and port general manager Rory Respicio.
Leaked investigation reports submitted to investigators by Rosalin alleged the discussion with the GM was a personal attack.
Rosalin noting, "Throughout the entire conversation, I felt threatened, intimidated, and harassed by Respicio in my capacity as an employee."
Respicio's testimony painted a much different picture stating he was in fear after Rosalin allegedly got angry while clinching his fist and repeatedly punching his office door, damaging it.
Both Respicio and Rosalin remain on duty at the port.
A summons for Rosalin was issued for May 1.
