Judiciary celebrates graduates from Juvenile Drug Treatment Court program

The Judiciary of Guam celebrated the achievements of seven youth participants during last Thursday’s Juvenile Drug Treatment Court Graduation ceremony.
The JDTC reduces substance abuse and criminal behavior among juveniles and empowers juveniles and families to support a positive lifestyle by providing strength-based intensive intervention within the juvenile justice system and rehabilitation services tailored to the needs of families and each juvenile.
Judge Terlaje, who now oversees the program following Judge Arthur R. Barcinas, praised the graduates for their dedication and perseverance, “This is not an easy accomplishment. The program takes about 18 months to complete and demands real commitment. These young men are walking forward with new skills and the strength to shape their future. I look forward to seeing all you will accomplish—and remember, this program will always be here for you.”
The ceremony was filled with support from both government and community leaders.
“Take this second chance to heart,” said Governor Leon Guerrero in her address to the graduates. “Take this as a message from your community that we believe in you—because we do. Our administration will continue to support the JDTC in every way we can.” Monty McDowell added, “These graduates will go on to be outstanding members of their families, their villages, and the island they call home.”
The Judiciary commends the graduates and their families for their dedication and resilience. Through collaboration with local agencies and community partners, the JDTC continues to provide a pathway for youth to build healthier, more productive futures.
