The Leon Guerrero-Tenorio Administration announced a significant move toward building the hospital in Mangilao, with the formal posting of a Notice to Rezone to convert the project site from agricultural to public facilities use. 

Rezoning allows the Guam Waterworks Authority and the Guam Power Authority to proceed with major utility infrastructure improvements, including constructing a power substation, a water holding facility, and new water wells. 

These upgrades are essential for the future hospital campus and the growing needs of the entire Mangilao community.

“Today, our administration submitted the zoning application for the new Guam Medical Complex to the Guam Land Use Commission for its consideration and approval. This is more than just a technical step in a regulatory process. This is the first official action that will ultimately lead to the construction of a new, modern, and world-class hospital and medical complex—a facility that our people deserve and have long awaited,” said Governor Lou Leon Guerrero. 

“The rezoning allows our administration to continue to move forward with smart planning and stronger infrastructure and bring improved essential services to the people. It demonstrates our continued commitment to building a healthier, more resilient future for Guam. Once rezoned, the infrastructure work will lay the foundation for what will become Guam’s first modern medical campus in decades, improving access to healthcare while also driving economic activity along this major thoroughfare, which is heavily used by both residents and the military,” she added. 

This zoning application is the foundation for a comprehensive medical campus, which will include:

  • A new state-of-the-art hospital
  • The Guam Public Health Training & Laboratory Facility, already under construction
  • Facilities for medical education, diagnostics, outpatient care, and specialty services
  • A forward-looking infrastructure designed to serve both the people of Guam and Micronesia

The Mangilao Mayor’s Office is working to schedule the public hearings required by law. 

At these hearings, community members will have the opportunity to provide public testimony on the proposed rezoning.
