Governor blocks Attorney General's "Dignity Project" with temporary restraining order

The Superior Court of Guam initially granted a temporary restraining order requested by Governor Lou Leon Guerrero, blocking Attorney General Doug Moylan from moving forward with his Dignity Project.
The Dignity Project is a joint effort by the AG and the Opioid Recovery Council that was slated to launch Monday.
It aims to provide shelter and resources for homeless individuals struggling with substance abuse but Adelup claims the $1.1 million contract with a hotel in Tamuning was illegally procured without the Governor’s approval, which is required by law.
Adelup also said the AG’s office threatened to prosecute a Department of Administration employee unless the contract was processed by noon last Wednesday.
Governor Leon Guerrero responded saying bullying will not be tolerated.
Adelup Communications Director, Krystal Paco-San Agustin, slammed the project, calling it a “vanity project” that won’t make a “long-term impact on addressing homelessness,” saying it should be renamed “the dougnity project.”
As of news time, the court has rescinded the restraining order to allow for expedited briefing. The AG’s response is due April 26, and the Governor’s reply by April 27.
A hearing is now set for Monday, April 28 at 9 a.m.
