New bills aims to provide affordable estate planning for Guam families

A new bill aimed at making it easier for Guam families to pass down property is gaining momentum at the legislature.
Senator Shelly Calvo held a public hearing this week for Bill 23-38, the Uniform Real Property Transfer on Death Act. If passed, it would allow property owners to name a beneficiary who would automatically inherit their home, without going through probate.
The Office of the Attorney General backed the bill, calling it legally sound and in line with national best practices.
Calvo stressed that the bill isn’t a replacement for wills or trusts, but a practical option for families to protect their homes and avoid costly court delays.
The bill now moves into the mark-up phase, with strong community and legislative support behind it.
