Lawmaker introduces three bills to fund critical agencies

Three bills to appropriate funds from Use Tax collections to agencies that protect public health, support education, and safeguard the environment have been introduced by Senator Sabina Perez.
The Department of Public Health and Social Services, the Guam Department of Education, and the Guam Environmental Protection Agency are the three agencies supported by this bill.
Use taxes are collected on imported goods, yet a large share of these funds are not regularly appropriated and remain in the General Fund. Sen. Perez is working to redirect these collections to serve the community as a continuous source of funding for essential services.
Current law allows for 20% of Use Tax revenues to support environmental cleanup, but no such transfer has occurred.
Perez’s Bill 28-38, co-sponsored by Vice Speaker Tony Ada, aims to direct those funds to the Environmental Trust Fund, ensuring consistent support for environmental protection.
Bill 126-38 supports the Department of Education by funding capital improvements, facilities maintenance, early childhood development, and other curriculum needs.
Bill 127-38 supports the Department of Public Health and Social Services by expanding inspections of food, drugs, cosmetics, and medical devices to strengthen public health protections.
